Unfortunately, even if he is sincere, she'll probably never be back on the board again to see the apology. Sometimes things are said in the heat of the moment, or whatever, that no matter how hard one tries, the damage is already done and one is left to forever regret the error of their ways. But I do know that it takes a bigger person to at least say Iam sorry.. What people choose to do after that point is up to them..
