Why can you have two or even three refs discussing the point while keeping the players at a distance so as not to hear their input when all it would take is a "man in the booth?"

Greater question is WTF is up with the officiating?!? Those penalty kicks were just too much. Hey, FIFA...let's get with the times and get a friggin' CAMERA in there! Not for the small offenses but lives are seriously at stake when you miss a big one.
